The Kraków Accords are a series of operational memoranda concluded in Kraków on 2 March 2027 between the military command of the European Federation and the industrial group H&A. Under the accords H&A gained operational military authority, and the Federation gained guarantees of logistics. They created the joint H&A-EF command, which by the end of 2027 had become the main administrative structure in Federation territory, and made H&A a co-belligerent in the Second World War.

Neither party describes the accords as a formal agreement, and they were not submitted to the European Parliament for ratification.

Background

From 2022 H&A worked for the Federation as its primary contractor under the EF Integration Agreement, which left command with the Federation. By 2027 H&A carried most of the Federation's military transport and produced most of its effective weapons, including its RTG ammunition, and the Federation's own administrative capacity had been reduced by years of territorial loss. Every operational order still passed through the legal systems of twenty-three member states. On 11 January 2027 a federal division east of Tarnów was overrun while its fuel train waited 26 hours at a member-state border for a signature, and H&A stated that it would no longer guarantee logistics to a front it did not command.

Negotiation

The memoranda were negotiated in Kraków from mid-January 2027, at the headquarters of the Federation's forces in southern Poland. H&A's negotiator was Ilse Maarsen, chair of its executive Directorate, and the Federation's chief negotiator was Mikael Ostrowski, who signed them and retired three months later. His memoir refers to the accords in one sentence: "It was the correct decision."

Terms

The published framework gives a joint command of H&A and the Federation operational authority over the Federation's armed forces and its parasite response, and commits H&A to guarantee the supply and transport of the Federation's forces and held territory. The Federation's civilian institutions, including the Parliament, remain in place. The memoranda refer to sealed appendices, which have not been published.

The Amsterdam stock exchange suspended trading in H&A shares at 11:40 CET on 2 March 2027 and delisted the company the same day, at a last price of €1,214.50, against a peak of about €2,600 in 2023.

The accords take the form of operational memoranda between the military command and a contractor, and were not ratified as a treaty. A challenge brought before the Federation's judicial authority in 2027 was dismissed on the ground that memoranda of this kind do not require ratification. The Parliament debated the accords after their conclusion and passed a resolution taking note of them.

Aftermath

Kraków was evacuated in May 2027. By the end of that year the joint command, based in Amsterdam, was the main administrative structure in Federation territory. As of 2028 the Parliament sits in Amsterdam, at reduced capacity.
